Based on record, in the 48 hours of Monday (March 9, 09) & Tuesday (March10th, 2009), I made close to 90 phone calls in a fresh attempt to promote my practice. What is most memorable for me during that 48 hours is one line a prospect told me: “we’re a small company“.

Defining ‘Small Company’

We’ve all heard of Small-Medium Industries (SMIs) and Small and Medium Enterprises (SMEs). But what exactly do these terms mean?

Based on the SMI Business Directory published by Tourism Publications, the working definition of SMEs depend on which category they fall under. The following table should illustrate better:-

By outsourcing writing jobs out to freelancers, you don’t have to worry about our EPF, medical benefits, raise, tax etc. To top it up, you do not have to spend valuable capital on my workstation – we already have our own. That is just the visible costs. With outsourcing, you save money on utilities bill, rent, furniture etc. The space and money is best spent on other areas – including outsourcing that task to a copywriter.

Brochure writing – a task many can do but not all can succeed in. Why? Like any discipline of advertising, there are principles, elements and ingredients which needs to be present to be effective. Then the question is: what makes a brochure effective?

To answer, you have to understand why the brochure is written. Is it to sell? Will the brochure be a supplementary information to a presentation from the sales team? Is the brochure to invite enquiries? Is it to generate lead? Should the brochure act as a guide or reference material?

Parlimen Malaysia Ke-12

Tuan Yang Di Pertua,

Sepertimana yang kita semua tahu, YAB Perdana Menteri Malaysia telah membentangkan di Dewan Rakyat pada 26 Jun 2008 yang lalu Kajian Separuh Penggal Rancangan Malaysia Kesembilan. Hasil kajian ini mendapat reaksi yang berbeza-beza dari golongan dan kumpulan-kumpulan lain. Namun, reaksi, dengan izin, stakeholders seharusnya menjadi keutamaan Kerajaan. Dalam persoalan siapakah stakeholder pada ketika ini? Jawapannya, Tuan Yang Di Pertua, berada di luar Dewan yang mulia ini: stakeholder adalah rakyat Malaysia yang telah memberi kepercayaan, mandat, kesetiaan dan sumber kepada Kerajaan Malaysia. Ini kerana rancangan dan inisiatif-inisiatif Kerajaan seharusnya memberi manfaat kepada mereka, bukan kepada segelintir yang pentingkan kedudukan politik dan kuasa. Sebagai ahli Dewan Negara yang telah dilantik oleh Dewan Undangan Negeri Sarawak, maka adalah tanggungjawab saya untuk mengetengahkan reaksi rakyat di negeri Bumi Kenyalang terhadap Kajian Separuh Penggal RMK 9.

Tuan Yang Di Pertua,

Semestinya adalah hasrat pihak Kerajaan agar rakyat dapat menikmati pembangunan dan perubahan yang berterusan dan berkesinambungan. Oleh itu, pelaburan dan pembangunan modal insan adalah mustahak. Bak kata pepatah: melentur buluh biarlah dari rebungnya. Menteri Pelajaran menekankan bahawa pihaknya dalam proses memperkasakan sekolah-sekolah kebangsaan selain memberi penekanan dalam pendidikan awal dan vokasional khususnya di Sarawak dan Sabah. Selain itu, rakyat juga mengalu-alukan peruntukan sebanyak RM13.5 billion bagi tujuan pembangunan pendidikan ini.

Saya ingin mengambil kesempatan ini untuk mencadangkan kepada pihak Kementerian agar dalam pembangunan dan perluasan pendidikan vokasional di Sarawak, khususnya, biarlah matapelajaran dan, dengan izin, niche sesebuah Sekolah Menengah Teknik itu bersesuaian dengan kegiatan ekonomi dan permintaan terhadap kemahiran berkenaan di lokasi sekolah itu. Sebagai contoh, memandangkan SMT Betong berada berhampiran dengan kawasan agropolitan Bukit Sadok, kursus-kursus yang ditawarkan di sekolah ini sewajarnya berteraskan pertanian dan perladangan. Satu lagi contoh, memandangkan Sekolah-Sekolah Teknik Sibu dan Bintulu berada di dalam Sarawak Corridor of Renewable Energy atau SCORE, dengan izin, lazimnya niche sekolah-sekolah ini berkisar industri dan tenaga elektrik. Pada pandangan saya juga, peluang pendidikan teknikal dalam jurusan-jurusan ini tidak sepatutnya dihadkan kepada pelajar-pelajar lelaki, malah boleh dibuka kepada pelajar-pelajar perempuan. Dalam isu kesinambungan, soal lelaki atau perempuan tidak menjadi masalah; sebaliknya, persoalannya ialah sama ada tenaga manusia mencukupi atau tidak.

Sementara kita masih berbincang tentang pendidikan, adalah disarankan agar institusi-institusi pengajian tinggi yang telah bertapak di negeri Sarawak diberi kelonggaran dan keutamaan dalam menrancang dan menyediakan program-program pengajian yang berkaitan dengan perancangan kerajaan di kawasan berkenaan. Melalui cara ini, pihak kerajaan telah menyelam sambil minum air. IPT-IPT dalam keadaan ini boleh menjadi pusat R&D dan perkembangan teknologi. Pada era Teknologi Maklumat masa kini, prasarana ‘maklumat’ ini boleh merangsangkan lagi pertumbuhan ekonomi dan pembangunan di Sarawak, khususnya dan Malaysia amnya.

Tanpa mengira peringkat pengajian, dalam usaha untuk melahirkan rakyat ’minda kelas pertama’, berpengetahuan dan berinovasi, kurikulum di sekolah perlu dikaji semula bagi mengembangkan kemahiran berfikir secara kritis dan kreatif. Kajian semula ini adalah perlu bagi memastikan kaedah pengajaran dan pembelajaran dinamik seiring dengan perubahan masa, teknologi dan masyarakat. Selain itu, nilai-nilai moral dan, dengan izin, civic mindedness perlu dipupuk dari peringkat pra-sekolah. Pada masa kini, tidak cukup untuk sekadar mempunyai ilmu; jika kualiti tenaga manusia di Malaysia ingin berada setaraf dengan yang berada di negara maju, generasi baru juga perlu mahir mengembang, mengubahsuai dan menyesuaikan apa yang telah dipelajari dengan keadaan sebenar.

Dari pembangunan sumber manusia, saya ingin beralih kepada prasarana dan pembangunan luar bandar.Tanpa perancangan terperinci dan pemantauan berterusan prasarana, ia akan menjadi sukar bagi melaksanakan pembangunan peringkat seterusnya. Oleh itu, pihak Kerajaan Negeri telah memohon daripada Kerajaan Persekutuan sekurang-kurangnya RM300 juta. Peruntukan tambahan ini adalah untuk memastikan kawasan-kawasan penanaman padi mempunyai perhubungan jalanraya yang baik.

Selain itu, pengagihan tenaga elektrik dan penyaluran air bersih ke kawasan luar bandar perlu diberi perhatian. Masa yang paling sesuai bagi melaksanakan projek ini adalah sekarang. Ini kerana kos penyediaan prasarana ini hanya akan meningkat jika kita terus berdalih. Tambahan pula, kos penggunaan penjana tenaga elektrik di kawasan pedalaman dan luar bandar di Sarawak akan menjadi lebih mahal dengan peningkatan harga bahan api. Selain menjamin kesejahteraan rakyat, penyediaan prasarana ini meningkatkan kadar keselamatan dengan kurangnya penggunaan lilin dan minyak gas di rumah-rumah panjang dan kawasan pedalaman. Untuk makluman Dewan, tidak semua kawasan petempatan manusia di Sarawak mempunyai stesen bomba dan penyelamat mahupun pili-pili api.

Sehubungan dengan tenaga elektrik, adalah disarankan agar pihak kerajaan boleh menyediakan tarif yang murah untuk keluarga yang berpendapatan rendah. Akhir sekali, diharap agar institusi-institusi pengajian tinggi berkerjasama dengan pihak swasta dalam menjalankan R&D bagi mencari penyelesaian yang effektif dan, dengan izin, cost effective.

Tuan Yang Di-Pertua,

Hospital Umum Sarawak, atau SGH, di Kuching pada masa ini boleh di-katakan sebagai hospital umum yang paling sibuk dan serba kekurangan. SGH merupakan satu-satunya hospital umum di Bandaraya; selebihnya merupakan poliklinik-poliklinik dan hospital-hospital swasta.

Saya telah meninjau sendiri SGH dan menerima rungutan dan laporan dari pihak-pihak tertentu yang meminta kerajaan melalui kementerian yang berkaitan untuk mengambil maklum keadaan di SGH. Dengan bertambahnya bilangan pesakit, keadaan tempat letak kereta telah menjadi sesak menjadikan ramai yang terpaksa meletakkan kenderaan di luar kawasan hospital yang amat menyusahkan terutamanya kepada para pesakit dan ahli-ahli keluarga. Sungguhpun di Dewan Rakyat pada 21 Mei, Timbalan Menteri Kesihatan ada menyatakan bahawa dana bagi membina tempat letak kereta disalurkan untuk membina wad baru, semestinya tindakan lain diambil bagi menangani masalah ini. Diharapkan pihak Kementerian boleh memaklumkan Dewan yang mulia ini akan cara-cara lain bagi menangani masalah ini.

Masa menunggu para pesakit bagi mendapat perhatian masih lagi lama dan ada-kalanya mengambil masa satu hari suntuk. Keadaan ini memudaratkan mereka yang berasal dari luar Bandaraya Kuching yang terpaksa bergegas untuk menaiki perkhidmatan bas awam yang biasanya terhad perkhidmatannya. Sekiranya tiada tindakan yang diambil, saya percaya keadaan di hospital umum Sarawak akan menjadi lebih teruk. Pesakit dan pekerja di SGH akan menerima padahnya. Disarankan tindakan-tindakan sewajarnya boleh diambil di SGH dan disusuli oleh pembinaan satu lagi hospital awam di Bandaraya Kuching.

Di kawasan-kawasan luar bandar pula, saya berharap kerajaan dapat mendirikan lebih banyak lagi poliklinik-poliklinik. Memandangkan perkhidmatan ‘Flying Doctors’ dengan izin, di Sarawak yang tidak konsistan kerana faktor-faktor luar kawalan, ada baiknya sekiranya sebahagian perkhidmatan ini diambil alih dengan mendirikan poliklinik-poliklinik di kawasan luar bandar. Dengan bertambahnya pusat perkhidmatan kesihatan di luar bandar nescaya
beban yang dihadapi oleh hospital umum dapat diringankan. Malahan para pesakit juga tidak perlu ke bandar-bandar utama untuk menerima rawatan yang diperlukan.

Sekiranya poliklinik-poliklinik ini telah didirikan, jangan pula isu ketiadaan tenaga pekerja timbul dan mengakibatkan poliklinik tersebut terbiar dan kosong. Ini merupakan satu pembaziran wang rakyat. Keadaan seperti ini dapat diatasi sekiranya terdapat perancangan tenaga kerja ataupun ‘man power planning’, dengan izin, yang terperinci. Saya percaya tidak ada masalah yang tidak mempunyai jalan penyelesaiannya. Kerajaan melalui kementerian yang berkaitan mempunyai kepakaran dan para perunding yang terbaik yang boleh memikirkan jalan penyelesaian bagi masalah-masalah yang dihadapi.
